Our Story

Redefining Public Sector Workforce Management

Public Sector Talent Analytics was founded in 2023 out of a deep frustration with the outdated approach to public sector compensation. Traditionally, cities relied on Class & Comp studies conducted every five years, often basing decisions on outdated or incomplete data from peer cities. This reactive approach left government leaders uncertain about how their compensation truly compared in real time—hindering their ability to attract and retain top talent.

Determined to solve this challenge, a seasoned City Manager seeking data-driven decision-making partnered with an entrepreneur with expertise in both corporate and public sector HR. Together, they envisioned a solution that would provide real-time, reliable, and comprehensive workforce analytics—giving public sector leaders the insights they need to make informed, strategic decisions.

This vision led to the creation of City Compensation in 2023, the flagship product of Public Sector Talent Analytics. The Organizational name reflects our mission: Talent—because employees are the backbone of public service, and Analytics—because better data leads to better decisions. Bradley Ford

Co-Founder & CEO

Bradley Ford is a public sector innovator and entrepreneur dedicated to transforming how government agencies manage and retain top talent. As the Co-Founder and CEO of Public Sector Talent Analytics (PSTA), Bradley combines his deep public sector experience with a passion for data-driven solutions, ensuring that PSTA’s products are built to meet the real needs of government organizations.

With nearly two decades in local government, Bradley understands firsthand the challenges agencies face in workforce planning, compensation, and talent acquisition. He began his career at the City of Fort Worth, where he led efforts to integrate GIS, analytics, and performance measurement into policing strategies. In 2008, he joined the City of Burleson, advancing through leadership roles in economic and community development, ultimately serving as Deputy City Manager. Most recently, as City Manager of Waco, he spearheaded initiatives to modernize government operations, improve recruitment strategies, and leverage data for smarter decision-making.

This firsthand experience in government leadership is what sets Bradley apart. He understands what public sector HR teams need because he’s been in their shoes—developing workforce strategies, balancing budgets, and making tough hiring decisions. That insight drives PSTA’s mission to provide AI-powered, real-time analytics that help government agencies attract top talent, optimize compensation, and improve job classification.

Bradley holds a Bachelor’s in Political Science from the University of Texas at Tyler and a Master’s in City and Regional Planning from the University of Texas at Arlington. He is an active member of the International City Management Association (ICMA) and the Texas City Management Association (TCMA), where he collaborates with peers to advance best practices in public sector leadership and talent management.

Through his leadership at Public Sector Talent Analytics (PSTA), Bradley Ford continues to drive innovation in government HR, ensuring agencies have the tools they need to recruit, retain, and develop top-tier talent.

M. Brad Wallace is a Partner of LKCM Headwater Investments where he is responsible for all aspects of the investment process including sourcing and analyzing new investment opportunities, leading seller and lender negotiations, closing portfolio company investments, and overseeing the implementation of post-transaction operational initiatives. Mr. Wallace currently serves on the boards of Alliance Consumer Group, Gexpro Services, and Pavement Maintenance Group.

As an investment professional for LKCM Capital Group, he served for two years as the Chief Financial Officer for a $200M retail chain, where he was responsible for restructuring the business and integration of several acquisitions subsequent to LKCM Capital Group’s initial purchase of the assets out of bankruptcy.

Prior to joining LKCM, Mr. Wallace served as Principal and Portfolio Manager for KBK Capital, where he served on the investment committee and was responsible for senior debt, mezzanine, and private equity transactions. While at KBK, he served as a Director and interim Chief Executive Officer of a food manufacturing and distribution company, overseeing the restructuring of its management.

Mr. Wallace began his career in finance as an originator and manager of a $100 million factoring and asset-based lending portfolio. Mr. Wallace graduated with a Bachelor of Business Administration and a Masters of Business Administration, with the honor of Top Scholar, from Texas Christian University.

Prashant’s journey began in the early days of his career when he co-founded his first startup, Home facts, a disruptive technology platform that revolutionised the way people connect and share information in the real estate industry. Under his technical leadership, the company experienced rapid growth and garnered significant recognition for its groundbreaking solutions.

After a successful acquisition of Home facts by Realtytrac, Prashant went on to lead the technology for Realtytrac and Attom Data as their CTO. After Realtytrac, Prashant co-founded Keyolo (as their CTO), and went on to be the CTO for Leading Quality Assurance, before joining the Headwater team.

As a collaborative and hands-on leader, Prashant has fostered a culture of innovation, teamwork, and continuous learning within his teams. He has a proven track record of attracting top technical talent (onshore and offshore) and nurturing their professional growth, empowering them to push boundaries and deliver exceptional results. Prashant’s leadership style is characterised by a strong emphasis on open communication, transparency, and a relentless pursuit of excellence.

Prashant has a Bachelor of Science degree in Computer Science from Brigham Young University.
